Missouri off-road law basics

Pointers to the Missouri statutes and agency rules off-roaders most often ask about.

Registration

The Missouri Department of Revenue titles and registers ATVs. Its page explains which off-highway machines it does and does not title and register.

Public roads

Missouri statutes limit ATVs, utility vehicles and recreational off-highway vehicles on public roads to listed exceptions, including local permits. The Mark Twain NF notes that state law prohibits riding ATVs and UTVs on public roads except with a county permit or other exceptions.

Streams and rivers

RSMo 304.013 prohibits operating an ATV in any stream or river except as the statute allows, and 304.033 applies a similar rule to recreational off-highway vehicles.

Conservation areas

Missouri Department of Conservation rules generally keep vehicles on roads and parking areas on conservation areas.
